The position of Advisor - Competency & Training

    Role Summary

  • Responsible and accountable for the Competency Management System (CMS) thus ensuring the consistent implementation of all elements associated with the development and deployment of all competency interventions and training initiatives to achieve competency compliance across Bumi Armada Berhad Offshore Installations and onshore oil and gas operations.

    Principal Accountabilities

  • Oversee and take accountability of the Competency Management System of all Bumi Armada Asset Management and Operations/FPSO operations.
  • Ensure the academic and vocational integrity of the CMS where BAB FPSO OPERATIONS facilities operate in so they can withstand robust legal, client and regulatory scrutiny.
  • Advise, source and select resources such as contracted external training companies, certification programs, etc. and explore synergies that may exist across Bumi Armada facilities.
  • Understand and work within budgetary constraints and in consultation with budget holders to continually seek the best financial advantage for Bumi Armada Berhad in all training functions. To assist the Operations Managers and local training specialists in the continuing development of and effective utilization of the training and development budgets and overall operational competence compliance.
  • Work autonomously within a regulated corporate framework to enable outcomes consistent across all Bumi Armada facilities.
  • Assist with due consideration employees pursuing external certifications and/or continuing education programs that may be beneficial to Bumi Armada Berhad long term employee competency compliance and professional development.
  • Is available to travel to various on and offshore locations (Intrastate, Interstate and International) at various times for prolonged periods.
  • Ensure the integrity across branch offices of all administrative functions associated within the training framework.
  • Conduct and lead audit functions across the organisation including offshore Installation.
  • Represent Bumi Armada Berhad training department in an efficient and professional manner to internal and external clients and our Stakeholders.
  • Assist in project start-up operations, aligning and scheduling the training and competency compliance programs.
  • Onsite training and assessment facilitation as required.
  • Ensure that all facilities are providing ongoing training programs to maintain operational competency compliance.
  • Represent Bumi Armada Berhad internally and externally as the knowledge focal point of all FPSO OPERATIONS Competency & Training department policies procedures and guidelines relating to the development, implementation and delivery of competency and training of all facilities and understand the alignment to Bumi Armada corporate standards.
  • Oversee the documentation of procedures and policy documents for the training department as required and ensure that all process and procedures are current across the organisation including offshore Installations.
  • Ensure all branding, packaging, formatting and documentation for the department is standardized with FPSO OPERATIONS CAMS and BAB corporate governance.
  • Supervise, mentor and develop Personal Training Plans for the direct support staff as required
  • An understanding of databases (Access, Primavera etc.) Advanced knowledge of Microsoft Word and Excel, working knowledge of PowerPoint, knowledge of other training development software a plus.
  • Presentation skills, excellent verbal and written communication skills,
  • Evaluate processes and procedures.
  • Promote and uphold company policy regarding “Health, Safety, Security and Environment” and “Environmental Protection Policy” through the training function across all facilities.


  • BOSIET, UK Oil & Gas Offshore Medical & HEUT
  • Training and assessment qualifications e.g. (TAA04 and/or BSZ98, NVQ, OPITO or similar)
  • Vocational/Engineering qualifications in Chemical, Hydrocarbon and processing Certification (PMA02/8 or NVQ or similar)
  • Tertiary qualifications in Business Administration/Management
  • Tertiary qualifications in Vocational Education and Training.
  • Ten to Fifteen Years in the Oil and Gas Field Production and Processing Industry
  • Ten Years Oil and Gas Operations Competency Training and Development
  • Five Years Oil and Gas Operations Supervisory/Management experience
  • Five years exposure to oil and gas FPSO project commissioning, conversions, construction, Pre‐operations ramp up and operations.
  • 5 years Management experience.
